Low speed fans come on at 221° and the high speed at 235° without the A/C on.
The reason they come on when you disconnect the temp sensor is because that's the default safety feature for the fans.
( actually the voltage feedback sensed by the PCM goes to zero, which tells the PCM the temp is over 235° )
If your engine is over heating and the fans don't turn on, I would suspect that the temps sencor is bad and needs replaced.
They do fail.
