can a laptop and obd2 program see and do what a tech2 can do?

I am sick of my random missfires on my 3.8 and would like to play with fan settings and other stuff on my lt1. Both are 1997's the 3.8 has had me baffled for quite some time and I would like to know what all can be done with such programs.

what are their limitations as well?

people who use them chime in! especially what ones you use and adapter cables etc.

with these kits is it possible to do a crank relearn on a 97 3.8? I have heard some cars do it automatically and others won't and require a force relearn.

I am wondering if this could be why my new engine has had p0300 ever since it was put in.
