Sounds like a head gasket. Check the oil and see if there is coolant in it or vice versa. Are you loosing coolant? When the car is cold, you can turn it on and take off the radiator cap. If air continuously bubbles, its a bad head gasket.

Do you have any anti freeze leaking? White smoke can be other things then a head gasket but it was the case with mine. Try to diagnose this quickly the longer you have a blown head gasket ( if it is ) you're risking further damage that could lead to warped heads .

Oil is good and fresh coolant in right now, coolant that was in there before I changed water pump was good, and no leaks

Yup. Head gasket or cracked/warped head.

Does the white smoke / steam stop after the engine and exhaust are thoroughly warmed up?
Bad radiator cap will cause an engine to overheat because the system can't build pressure.

The white smoke happens only when I'm at an idel and when the car is warm it still has white smoke but only at an idel.

1. Is it extremely cold where you live
2. Does the exhaust have a sweet smell to it

I was going to make a comment about electing a new Pope, but, thought better of it. Everyone seems to be spot on concerning a possible head gasket issue. Hope your block isn't cracked.

Good luck.
