You can't remove the key or turn off the car with the key cos the key won't go in the off position.
Yeah it was the lock cylinder stuck in the Run position.
So since I could not get the key out to get the resistance for the VATS pellet, I bought a $15.00 regular lock cylinder, pulled the VATS lock cylinder out, left it in the run position and stashed it under the dash so it continues to read the key chip properly.
