This one might be in my price range if the car is as good as it seems

I don't want to have to put a lot of time in to a complete rebuild of a car so I want something that is a project dd so that I have a start
This tells me you have already made up your mind and are really just waiting for the first person to say "Hey, that's a cool car!" to give you positive affirmation to run out and buy it...
A few things to look at..
First, he mentions it isn't perfect...that coupled with a plasti dip paint job tells me this thing probably has some sort of cancer somewhere on/over/under it...i.e., needs bodywork...
Second, I'm with the previously mentioned "was it really built?" comment...the engine pic was taken from halfway across the parking lot...in a lot of these cases, someone usually takes the tired engine out of the car, slap a cam, rings, and bearings in it, along with new gaskets, and put it back in...voila, "built"...
Third, and this is just purely on the side of straight logic alone, assuming anyone would spend the time and money to "build" a motor (which only has 3,000 miles on it), put $1800-$2000 in wheels and tires on it, put a Hotchkis lowering suspension on it, dynomat it, new carpet in it as well as "lots of extras...too many to list"; in other words (assuming he actually built the motor) he spent, at minimum, about $12,000 on the car and then turn around and sell it for half that...
Why would anyone do that?
Half the time, in these cases, the motor was not built right and now presents a problem for the guy who put the car together...internal problems he can't fix or has no more money to fix...a bad combination of cam/performance parts that the engine doesn't run right with...OR either the transmission or the rear end is on the verge of detonation...it could even be frame rot...:dunno:...
So, again, let me add to what the other 4 or 5 people have had to say...I would pass on that...if it is going to make you stretch to buy it, you'll never be able to fix it properly...nothing about those cars is cheap to find and fix...
