Those are stock. Loosen but don't remove the 3 rusty nuts that you see in the pics. When the nuts are loose enough, you should be able to slide the entire assembly up and away from the bumper. Once you get the whole housing away from the bumper, rotate it and pull it into a position where you can twist the bulb out of the housing. You may need to use needle nose pliers if you can't fit your fingers in there.
By the way, those look a lot like HID bulbs. If they are, stock bulbs will not plug into the HID ballast. You will need to buy 880 style HID bulbs from a store like
www.DDMtuning.com.
If both fog lights are out, it could be an issue with the wiring for the HID kit, in which case you need to find out how it is wired up. Could be a bad ground, bad/disconnected relay, bad power connection, or bad ballast.
If you really don't want HID bulbs in there, you can use stock replacement bulbs. You just need to locate the HID ballast - that is where the stock fog light bulb connection is plugged into. HID ballasts are small boxes, about the size of a cigarette carton, that have a few wires connecting to the thin sides.
